The clock begins on the 180-day period for the proponents to circulate the petition as soon as they receive the Ballot Title and Summary of the initiative from the Registrar of Voters. NOTE: During this 180-day period and prior to circulation, proponents must publish the Notice of Intention and County Counsel’s Ballot Title and Summary in a newspaper of general circulation published in the county. Proof of publication must be provided to the Registrar of Voters prior to circulation.
