Overseas Voting

A citizen who is permanently living overseas may only vote in elections where federal offices are in contest, such as a President, Vice-President, United States Senator, or United States Representative.

  • ELIGIBILITY
  • In order to be eligible to vote overseas you must either be a member of the armed forces of the United States or any auxiliary branch thereof; a citizen of the United States temporarily living outside the territorial limits of the United States or the District of Columbia; a citizen serving on a merchant vessel documented under the laws of the United States; or a spouse or dependent of a member of the armed forces or any auxiliary branch thereof.
    In order to request an vote-by-mail ballot an eligible United States citizen must first accurately complete a FPCA; click on the link above to fill one out online. Once completed please print out the FPCA and sign it, then mail or fax it to our office. You can find our address or our fax number here. The FPCA forms are also available at any other Registrar of Voters office, with the Voting Assistance Officer at any military base, or at any American Consulate office.
    In order to complete this form, you must be a registered voter and temporarily residing overseas or serving in the military. By completing this form, you are entitled to receive your ballot via e-mail or fax. This form must be received by the Registrar of Voters at least 7 days prior to the election.
  • DEADLINE
  • If your last U. S. address was in Orange County both the FPCA and the vote-by-mail ballot request must be received by our office at least 15 days prior to the election.
